Project Overview
Newgate Civil Engineering was appointed by Fenton Civil Engineering to deliver a programme of Section 278 highway and infrastructure works in Denham for Weston Homes.
The principal objective of the project was to improve pedestrian and cyclist connectivity between the new homes at Denham Studios and the main village. The scheme centred around the widening of the existing footpath to meet cycle spec, construction of new cycleway/footpath and installation of a new signal-controlled pedestrian crossing, providing a safer and more accessible route for residents travelling between the development and the village.
Delivered over a 12-week programme, the project incorporated a combination of highway construction, excavation, ducting, street lighting, electrical infrastructure, footway works, traffic management and road markings.
Newgate Civil Engineering’s NRSWA-qualified workforce provided the specialist knowledge and experience required to undertake works within the existing highway environment and coordinate the various elements of the scheme.
Scope of Works
The project included:
- Extension of the existing cycleway/footpath to provide a continuous route between Denham Studios and the main village.
- Construction of a new signal-controlled pedestrian crossing, including associated electrical infrastructure.
- Extension of the footpath to form a new highway crossover.
- Saw-cutting of existing carriageway surfacing.
- Excavation of trenches within the existing highway.
- Supply and installation of road ducting.
- Supply and installation of ducting for street lighting and crossing infrastructure.
- Carriage Way surfacing.
- Cutting back existing vegetation to facilitate the works.
- Disposal of surplus excavated material.
- Backfilling and reinstatement of excavated areas.
- Making good and reinstatement of the existing carriageway.
- Traffic management throughout the construction period.
- Completion of associated white lining.
Improving Connectivity & Accessibility
The key element of the scheme was the extension of the existing cycleway and footpath, creating an improved pedestrian and cycling connection between the Denham Studios development and the main village.
The new route provides residents with a more direct and accessible connection to local facilities and services, while improving the integration of the development with the surrounding community.
A new signal-controlled pedestrian crossing was also installed to allow pedestrians to safely cross the existing carriageway. The crossing incorporated the necessary electrical ducting, cabling, signage and associated infrastructure.
The combination of the extended active travel route and controlled crossing created a safer and more practical connection for pedestrians and cyclists using the route.
Highway & Civil Engineering Works
Delivering the scheme required extensive work within the existing highway.
Newgate Civil Engineering undertook the required vegetation clearance, excavation and trenching before installing the new road ducting and underground infrastructure. Existing tarmac was saw-cut to provide clean construction interfaces, with excavated areas subsequently backfilled and the carriageway reinstated.
The works also included extending the footway to create a new pedestrian crossing.
Surplus excavated material was removed from site and managed appropriately throughout the project, helping to maintain an organised and safe working environment.
Street Lighting & Electrical Infrastructure
The electrical infrastructure formed a significant part of the scheme, supporting both the new pedestrian crossing and associated highway infrastructure.
Newgate Civil Engineering supplied and installed ducting for the street lighting and electrical services, together with SWA cabling.
The SWA cable was terminated to the required lamps, signs and feeder pillar, ensuring the electrical infrastructure was correctly installed and integrated with the completed highway works.
The coordination of the civil and electrical elements was particularly important, allowing ducting and cabling to be installed at the appropriate stages of the construction programme before final surfacing and reinstatement.
Traffic Management & White Lining
As the works were undertaken within the existing highway, effective traffic management was maintained throughout the 12-week programme.
The traffic management arrangements provided a safe working environment for operatives while managing the interface between the construction works, existing traffic, pedestrians and cyclists.
Following completion of the carriageway works, the required white lining and road markings were reinstated, providing a finished highway installation.

The scheme required close coordination with Buckinghamshire County Council to deliver civil engineering, highway, electrical and traffic management activities.
