Section 278 Works – Cemex Concrete Plant, Shepperton

Project Overview

Newgate Civil Engineering was appointed to undertake Section 278 highway works associated with the construction of a new access road into the Cemex Concrete Plant in Shepperton.

The works involved the construction and completion of the new highway access, including extensive excavation and level reduction, drainage, kerbing, surfacing, road markings, signage and street lighting. The project required careful coordination to ensure the new access was constructed to the required highway standards while maintaining a safe and efficient working environment.

Scope of Works

Newgate Civil Engineering delivered a comprehensive package of highway and civil engineering works, including:

  • Excavation and reduction of existing high ground levels to establish the required formation levels for the highway areas.
  • Removal and disposal of surplus excavated material.
  • Preparation and grading of highway formation areas.
  • Installation of new highway drainage, including road gullies and associated connections.
  • Installation of kerbs to define the new carriageway and associated highway areas.
  • Regrading of adjacent soft landscaping including installation of french drains, drainage and ditching to tie the new road into the surrounding ground levels.
  • Preparation and installation of asphalt surfacing to the new access road.
  • Installation of white lining and associated highway markings.
  • Installation of speed limit signage to support safe operation of the new access.
  • Installation of new street lighting columns to provide suitable illumination.
  • Final finishing and reinstatement of surrounding areas.

Construction Challenges

One of the key challenges was establishing the required highway levels within the existing site constraints. Significant excavation was required to reduce high levels and create a suitable formation for the new road. In other areas the ground needed to be built up, 2-3m in places to connect to the existing highway infrastructure.

The works also required careful integration between the new highway, drainage infrastructure and surrounding soft landscaping. New French drains, drainage gullies and kerbing had to be installed to ensure effective surface water management and provide a durable interface between the carriageway and adjacent areas.

Coordination of the various construction activities was essential to ensure that excavation, drainage, kerbing, surfacing, lining, signage and lighting were completed in the correct sequence.
